Report Animal Abuse

Crimes against animals are illegal!  When you see
acts of animal cruelty, abuse, or neglect, please
report it immediately to our lead investigator,
Janelle Cobbs at 870-816-5979.  Animals need
you to speak on their behalf.  Remember, acts of
violence against animals can be warning signs of future acts of violence against humans. 

If you need to report abuse or neglect, get as much information as possible including condition, location and description of the animal and whether it is being provided with proper shelter, water, and other necessities.  Include photos if possible, an accurate identity of the alleged perpetrator, if known, including name, address and phone number and physical description of owner's vehicles would be helpful.

Accurate descriptions of incidents witnessed are very important.  The investigator must receive sufficient details and be able to verify substantial portions of the information as true before being used to establish probable cause.

While our primary focus is on educating owners about proper care for their animals, we will use the authority that we have been given to ensure animal safety and we will assist in prosecuting anyone guilty of gross negligence or abuse.

Examples of what we investigate:

-Animal fighting, organized and/or promoted by individuals as  
  entertainment
-Animals lacking necessary food, water, and/or shelter as dictated by
  law
-Physically abused or beaten animals due to negligence or malicious 
  intent
-Mutilation or other serious disfigurement of animals
-Denial of necessary medical attention to animals who are sick or
  injured
-Illegal shooting, trapping, abandonment, poisoning, torture, and/or
  burning of any domestic animal
-Potential injury of companion animals from tangled leashes, ropes, or
  chains
-Livestock whose health and/or welfare are threatened by adverse
conditions such as lack of food, water, and/or shelter
-Verbal or written threats to injure, steal, or kill and animal

Examples of issues not commonly handled by the Humane Society of the Delta:

-Barking dog/nuisance
-Animals off leash/running at large
-Animals digging in trash
-Dangerous/vicious animals
-Dog bites
-Too many animals
-Animals caught in trees or other places
-Animal theft (unless related to conduct or care of animal)
-Dogs riding in the back of pick-up trucks
